Can We Afford This??

The cost of a cop behind a desk and not on the street is almost criminal.

Keep patrol jobs for police officers and clerical civilian jobs for … civilians!

Through an aggressive hard-hitting advertising campaign (reaching newspapers, radio, TV and subway cars across New York), Local 1549 is exposing how assigning NYPD officers to clerical administrative duties abuses taxpayer funds and threatens our security. By reinforcing the importance of keeping patrol jobs for police officers and clerical civilian jobs for civilians, the ad campaign reminds New York’s residents, commuters, tourists and other union employees throughout the city about the vital work conducted by Local 1549 clerical administrative employees every day.

Case in point: There are nearly 3,500 uniformed police officers currently performing duties typically assigned to Local 1549 clerical civilian workers.

FACT: Skills Should Match the Job

Local 1549 employees possess real administrative skills that keep the city working. With our union members on the job, city agencies, such as the NYPD, are much more efficient and more cost effectively managed.

At the same time, we need police on the street. They know how to protect the people who live, work and visit New York, especially during this heightened era of security. Obviously, NYPD officers do not belong at a desk; Local 1549 union members do.

FACT: Twice as Much Does Not Make Sense

With the city and country facing severe economic challenges, New York’s elected officials must act fiscally responsible. Uniformed officers performing clerical and administrative duties cost New York nearly twice as much as civilian employees in the same job.

Here are the facts:

Approximately $73,546 salary for a typical cop (based on the current average for uniformed NYPD officers with five years on the job).

Approximately $37,000 salary for a Local 1549 employee with the same years of experience.

Twice the price does NOT mean twice the safety.

FACT: The Courts Have Already Decided

Three separate judicial orders have said that clerical administrative work should be done by Local 1549 civilians – not police officers:

In 2004, an arbitrator directed the NYPD to replace uniformed officers occupying clerical administrative positions with civilians.

Next, a State Supreme Court Justice upheld the ruling in 2005.

Then, an Appellate Division also upheld the ruling in 2007.

It’s a waste of time to re-wage court battles already won.

ACTION: Grass Roots Campaign for Civilianization

As one of New York’s largest labor unions, we’re doing our part. Local 1549 is conducting a grass roots campaign, and encouraging media awareness around the benefits of civilianization. We need everyone to join our effort to put civilians back in the seat, and police officers back on the street.

Our members are focused on making the New York the best place to live, work and visit in the world. That’s why we’re fighting for clerical administrative jobs for civilians … not just at the NYPD, but across all city agencies. Together, we can stop wasteful spending and ultimately help protect New York.

The city’s economy and your safety depend on it.
